Memorandum of Understanding (MOU) Signing Ceremony on the Development of State Land for the Construction of a Hydropower Dam Repair Facility in Ban Xok Noi, Xaysetha District, Vientiane Capital

On June 6, 2025, a Memorandum of Understanding (MOU) was formally signed between the Vientiane Capital Administrationrepresented by the Department of Planning and Investmentand NB Lao Co., Ltd., to initiate the development of state land for the construction of a hydropower dam repair facility in Ban Xok Noi, Xaysetha District, Vientiane Capital. The ceremony was held at the headquarters of NB Lao Co., Ltd. in Ban Nahai, Hadxaifong District, Vientiane Capital.

The event was presided over by key representatives from the public and private sectors, including Mrs. Bouavanh Souklaseng, Director of the Department of Planning and Investment of Vientiane Capital; Mr. Seramkham Thammavongsa, Director of the Department of Energy and Mining of Vientiane Capital; and Mrs. Vilayvone Chanthalath, Mayor of Xaysetha District. Representing NB Lao Co., Ltd. were Mr. Bouala Keobounthanh, President; Mr. Saneha Bouapha, Vice President; and Mr. Somdeth Houngbounyang, Member of the Board.

Mr. Bouala Keobounthanh highlighted that the proposed investment reflects NB Laos commitment to national development through the establishment of the Lao PDRs first hydropower dam repair facility. This initiative aims to strengthen domestic capabilities in hydropower maintenance, reduce reliance on external services, and contribute to the long-term sustainability of Laoss energy infrastructure. It also aligns with national industrial and commercial strategies and is expected to generate skilled employment opportunities for the Lao workforce.

As of 2023, the Lao PDR hosts 80 operational hydropower plants (source: EDL-Gen), with more under construction. The total installed capacity of these plants reached approximately 1,737 megawatts by the end of 2023, representing about 14.86% of the countrys total generation capacity. Including other energy sources such as solar, biomass, and coal, Laos operates 97 energy generation facilities with a combined installed capacity of 11,677 megawatts. In this context, the proposed facility is regarded as a strategic and timely investment in reinforcing the nations engineering and industrial service sectors.

In accordance with guidance from the Ministry of Planning and Investment, the signing of this MOU signifies an important step toward feasibility studies and formal investment planning. It lays the groundwork for the systematic and transparent implementation of the project, in alignment with the companys long-term strategic goals and the broader objectives of national socio-economic development.
